The Screen is On, but It's Not Responding to Touch

The monitor sends touch information back to the PC kind of like a mouse by a USB cable on the back of it. This is the most likely problem. You can try reseating it or replacing it with a different cable if that doesn't work. It will just be plugged into any USB port on the PC, but one actually on the PC instead of the splitter is preferred. If you need a replacement cable, it's the same as a printer cable, which is USB Type A on the monitor end and USB type B on the PC end. A USB 3.0 cable would be ideal, although 2.0 should work, and since the PC and monitor are close, 3ft should be plenty.
